I am thinking that if the aim is indeed winding
up, then perhaps this motivation does indeed
suit it.

If the aim is to continue, then pick (a very
few) immediate, clear goals, aim at them, &
see who or what coalesces around the action.

I have no authority or particular experience,
so count those as completely amateur suggestions
but AFAICT y'all (we) could do (will do?) worse.
