Yes, it's true, the Makefile.in is horribly broken, and that's I'm  
pretty sure that that's about all there is to it.  The mailing list  
archive has some discussion about it [1,2] (the replies that I got to  
[2] weren't sent to the list, but the FreeBSD maintainer of cook and  
another user told me that they had both reproduced it), but the  
maintainer hasn't yet responded.

If you do want to fix it yourself, don't miss the fact that there are  
other lines that should be indented but are not, as they are commands  
that are supposed to be run as part of a target (they start with  
'sed', 'sh' or 'bin/roffpp').  If you want to save yourself some work  
and are willing to search the MacPorts repository, I'll hopefully be  
posting a patch to the MacPorts port of cook soon.  Note that it will  
have some other patches to suit the way MacPorts installs its ports;  
avoid setting DESTDIR and you should be able to use it without a  
problem.
