This problem seems to be known at least in Debian:

I downloaded the tarball and could reproduce the problems exactly as you
describe. Investigating the issue further, it seems that the Makefile.in
is horribly broken. I'm not exactly sure if the Makefile.in is generated
or not. If it was hand written, I would be curious with what version of
make it has been tested.

I'd suggest to stay with the packaged version included in ubuntu:
2.26. At least that version works for us.
