It surprises me that the committee hasn't already quashed the notion of an email ballot.  There's reasonable doubt as to its validity so that course is imprudent.  Worse, by failing to hold a ballot within the required time frame, the committee has failed in its obligations and put themselves at potential legal risk.  This delay is not expedient; a paper ballot could (and should) have been completed by now.  Neither will it save significant money; surely less than $100.

There is no justification to continue delaying the ballot.  Send the envelopes now.
