I'd like to propose a change to the Constitution, aimed at increasing
participation at meetings.

At present, clause 17.1 says:

	"For each general meeting, a quorum shall be 10% of voting members,
	personally present."

The change is:

	"For each general meeting, a quorum shall be 10% of voting members.
	Attendance is by personal presence or by teleconference."

We have members spread around the country (and beyond) and my guess is
that quite a few of them don't come to meetings etc because of the
logistics of getting to a specified place.  We also have the technology
to enable teleconferences and AUUG is an appropriate organisation to do so.

Note that I'm not specifying the methods or even the requirement that it
happen at all for any particular meeting (but I hope it does).  These
are matters for the AGM and Board to discuss.  If a motion is to be put,
the Constitution requires that it be by postal/electronic ballot, so
everyone will have a final say.

To the Board, if it's possible to add this to the agenda, please do.
Otherwise, I'd like it to be the subject of a resolution to conduct a
ballot (clause 15.2) and at least discussed among those at the AGM.

I also recognise that it may look at odds with a discussion of the
dissolution or continuance of AUUG.  I think that makes it more important.
