Well, I PGP signed mine, and anyone who wishes can go along whatever
validation path they choose with that.

Really? How odd. About the only usual rule is that the intent of the
proxying party be clear, and that only one person be able to cast the
proxy vote.

This is the NSW model rules, for example.

"Each member is to be entitled to appoint another member as proxy by
notice given to the secretary no later than 24 hours before the time of
the meeting in respect of which the proxy is appointed."
