That would be rather unusual for a laptop power supply - the
non-starting unless loaded sort are usually reserved for "internal"
type supplies where there is a fixed load. You really don't want your
switch-mode power supply sitting there not oscillating, that could
cause nasty brown smells.
If you are at all worried about it still, just load the supply with a
resistor 1 or 2 kohm would be good enough and see what happens...
