Ah. I'd never looked in there. I was going by the BUILDING file and the
contents of the main directory.

BUILDING COOK
        All you should need to do is use the
                % make
                ...lots of output...

You will find it in the distribution as etc/Howto.cook
Has always been there AFAIK
