Subject: [Advocacy]EU OSS migration plan

The EU has published a migration plan for organisations moving towards
open source software. There is a 148 page PDF that appears to be very
complete and very fair, plus a Comparitive Spreadsheet in Excel format.
Its a pity that they choose to publish the spreadsheet only in Excel
format. Even if nobody downloaded it, it owuld have been a powerful
symbolic gesture if they had also published it as an OpenOffice document.
