[Cook] Bug Fix Attached: cook 2.29 fails to build under cygwin

This small change fixes a problem which prevents cook 2.29 from building 
under Cygwin. It is formatted as a changeset to the Aegis project. If 
anyone needs a regular "apply with patch(1)" type file, please let me know.

The irony is that the bug is in some changed code which was intended to 
improve performance on Cygwin!
