[Cook] small feature request

Yep.  I submitted a patch to Aegis to do the same thing with its 
configuration files.
I added support for the following types of line comments.
    //
and
    #

I haven't looked at the cook source code but I assume the parser will be 
quite similar.  This is really simple but I don't have the time to even 
contemplate looking at it.  I'm sure there will be others that 
frequently work with the cook source code to implement this if we ask 
nicely <pretty please with a cherry on top>
