[Cook] non-existent includes

I looked again at the dependicies and it knows that tools/utils/str.c 
depends on tools/utils/includes.h but does not know that tools/lib/libutils.a
depends on tools/lib/utils.h (note that part of the libutils.a install is it
copies tools/utils/includes.h to tools/utils/utils.a... i.e. there is NO
utils.h anywhere in the manifest it is ONLY created after 
tools/utils/libutils.a is made... and no I do not want/can change that
behaviour because the actual contents of utils.h is not always a direct copy
of includes.h [in utils.h case it is but it is NOT the case for other libs]).

PS Even though I have some minor "problems" in making cook work it is
infintly better then make.  Just one small suggestion to improve cook, the 
manual SUCKS [i.e. it assumes your Peter and/or a cook expert already], if you
want a hand in making it easier for newbies to understand I can help
[used to be a tech writer].  If not if I write a tutorial whould you either
put it in the cook distrubtion and/or the web site?
